All 43 categories of the International Register of Losses are open for filing through Action
Destroyed houses, lost businesses and damage to the environment - Russian aggression has caused Ukraine and Ukrainians losses in many areas. Now all types of damage, losses and damage, provided for by the rules of the international Register of losses (RD4U), can be recorded officially.
From now on, through the Action portal, users submit applications for all 43 categories of the Register - about losses, losses or damage caused by internationally wrongful actions of Російської Федерації in Ukraine or against Ukraine, starting from 24 February 2022.
The gradual launch of applications to the Register began 2 April 2024. Now all 43 categories are available: 21 for individuals, 11 for legal entities and 11 for the state of Ukraine.
The latter opened three categories of applications for the state of Ukraine: B1.6 «Інші втрати майна», B3.1 «Екологічна шкода» and B3.2 «Розкрадання та/або привласнення природних ресурсів». The state of Ukraine, its central, regional and local authorities, as well as state and municipal institutions and organizations can apply for them.
Загалом Реєстр has already received 195 thousand applications, more than 65 thousand of them have been entered into the Register. The rest are being processed.
Full range of damage categories
All 43 categories cover a wide range of consequences of Russian aggression. Victims record the consequences in the following areas:
- death and disappearance of relatives, serious bodily harm, torture and sexual violence;
- forced displacement, loss of housing, work and private enterprise;
- damage or destruction of property and infrastructure;
- economic loss of business;
- damage to cultural heritage and environment;
- humanitarian expenses of the state and other types of losses, losses and damage provided by the categories of the Register.
The first step to compensation
Міжнародний Реєстр losses are the first stage of the international compensation mechanism. It was created to account for claims for compensation for losses, losses and damage caused by Russian aggression against Ukraine. The headquarters of the Register is located in The Hague, the Netherlands.
The opening of all categories completes the formation of the application system and creates prerequisites for the transfer of the array of applications accumulated by the Register to the future international Compensation Commission.
In December 2025 Year 35 States and Європейський Союз the Convention on the Establishment of a Compensation Commission Ради Європи. Саме Комісія will consider applications and determine the amount of appropriate compensation.
The final stage will be the formation of a compensation fund, from which payments will be made.
