Cloud on the export of Ukrainian weapons: A mechanism is being developed to direct part of the revenues to the needs of СОУ
The Ministry of Defense is working on the launch of a high-quality export system for Ukrainian defense products, the head of МОУ Євгеній Хмара said during a meeting with journalists 10 October.
According to him, exports are considered as an additional source of resources for the defense sector.
«Опрацьовується механізм, за якого частина доходів від експорту спрямовуватиметься на потреби Сил оборони», said Cloud.
At the same time, he stressed that products that are above the needs of the Ukrainian army and do not pose risks to its provision can be exported. However, he did not note whether the ministry had already formed a list of critical means that are prohibited for export. And this, we recall, is one of the conditions for the launch of the mechanism.
As you know, three months after the adoption of the government resolution 875, no permission was issued for it. The main reason why the procedure did not work is the lack of a list of critical weapons that the Ministry of Defense should form. It is still in the process of formation. The second necessary document - a list of countries - should be prepared by МЗС.
At the same time, the industry associations emphasize that the rate for issuing an export permit is now high. We are talking about 20% of the cost of the finished product and 30% for components.
To begin with, they advocated a zero rate until possible scenarios for a percentage of the cost were calculated.
At the same time, the Chairman of the Interdepartmental Commission at РНБО Давид Алоян in an interview with LB.ua said that he had already sent proposals to the Government regarding the percentage of exports.
