Міста України will not be able to perform all the planned work on preparation for the heating season on time due to delays in project design, financing and implementation. At the same time, Kyiv has more opportunities to provide heat than cities near the front, and the main risks remain Russian attacks, power outages and the ability of utilities to quickly restore damaged infrastructure.

This was stated in the comments «Слово і діло» Executive Director of the Association «Енергоефективні міста України» Святослав Павлюк.

Will Kyiv and other cities have time to prepare for the heating season

According to Святослава Павлюка, it will not be possible to complete all the planned scope of work before the start of the heating season. Some projects were delayed due to problems with financing and agreeing on the necessary solutions. In addition, the construction and restoration of infrastructure require time, which cannot be compensated by a simple increase in the pace of work.

He stressed that even after the allocation of funds, it is impossible to quickly complete construction work. It is necessary to prepare project documentation, undergo examination, conduct tenders, purchase equipment and find employees.

At the same time, the expert believes that the overall readiness of cities for winter may be better than in previous years, if the planned measures can be implemented. However, even the performance of all works will not guarantee uninterrupted heat supply due to the threat of Russian strikes.

Where are the biggest risks for heating

The most difficult situation may be in cities located closer to the front line. Russia attacks not only generation facilities, but also the infrastructure on which people’s daily lives depend. It is difficult to protect all objects from such strikes, and resources for restoring damage are limited.

According to him, Kyiv has certain advantages compared to other cities: the capital has several heat and power plants, as well as ongoing work on the development of distributed generation of electric and thermal energy.

However, he stressed, much will depend on two factors: the effectiveness of air defense and the speed of utilities after possible damage.

Another problem is the dependence of heat supply systems on electricity. Even if there is a heat carrier in the city, power supply is required for the operation of utilities and water circulation in the systems. Therefore, not only the state of ТЕЦ and boilers, but also the readiness of backup energy sources are important.

How to prepare high-rise buildings for possible interruptions with heat

If centralized heating disappears for a few days, much will depend on the technical condition of a particular house and the willingness of its residents to act together. According to Pavlyuk, the best long-term solution is proper insulation of buildings: it allows you to keep warm for longer even after the cessation of heating.

Therefore, according to Pavlyuk, first of all it is worth taking care of the backup power supply of equipment that provides circulation of the coolant inside the house.

It is also important to prepare in advance for emergencies. If the heating is not long, utilities may need to drain water from the system to prevent damage to pipes during freezing. To do this, you need to know where the latches and other elements of the system are located, as well as have access to the premises in which they are located.

He advises residents of homes where there is no ОСББ or effective management to organize a responsible group that will know the location of keys, latches and other equipment. This will help not to waste precious time searching during an accident.

How to heat an apartment if there is no centralized heat

If the heating disappears for a long time, residents will have to look for individual methods of heating. At the same time, Pavlyuk warns: the use of devices not provided for by the design of the house can be dangerous due to the lack of proper ventilation and chimneys.

Among the possible options, the expert mentioned individual gas catalytic heaters, but admitted that their use in the apartment is associated with risks.
