Government approves launch of eDumka in Diia: solving community problems is now possible without paper signatures
Updated:
You will no longer need to collect paper signatures from neighbors or stand in queues for officials to get a road repaired. The government is launching the experimental eDumka service on the Diia portal. From now on, every resident will be able to influence community life and communicate with local authorities or military administrations completely online.
The project forms a direct dialogue channel. Local authorities will better understand people's needs, be able to prioritize problem-solving based on the level of support, conduct surveys, and instantly receive feedback. At the same time, citizens will gain new opportunities:
- submit proposals on local issues and track the status of consideration;
- view, discuss, and support initiatives of other people;
- evaluate official responses from officials;
- participate in surveys from local authorities.
Expanded community affiliation
The key change concerns the approach to determining affiliation. From now on, not only officially registered residents, but all people genuinely connected to the community will be able to influence decisions.
The system will automatically confirm the user's status using state registry data without paper certificates. A citizen gets the right to communicate with officials if they have a declared place of residence, IDP status, real estate, pay local taxes, or study full-time in local educational institutions.
Stages of experiment implementation
The experiment will last for two years. Experts plan to fully implement the service functionality over the next six months. Initially, the tool will fully operate in Vinnytsia, Volyn, Zaporizhzhia, Ternopil, and Kharkiv oblasts. Other local self-government bodies and military administrations can join the initiative voluntarily.
