According to her, initially, the sustainability plan of Kiev provided for almost 69 billion UAH expenditures. The document determined which works will be financed by the city from the local budget, and which should be provided by the central government.

Subsequently, the plan was revised, reducing the total amount to 37 billion UAH. The updated version was approved by the Kyiv City Council, and later by the National Security and Defense Council.

"Незважаючи на те, що план ще не був затверджений, місто Київ розпочало всі роботи. Видатки, які залежать від міста, були затверджені Київською міською радою. She added that the city was also looking for additional funding, including loans to two state-owned banks and the European Bank for Reconstruction and Development (ЄБРР). This was to ensure continuous work.

At the same time, the deputy stressed, neither the city nor the central authorities have fully fulfilled their obligations.

"Якщо говорити відверто, то ні місто Київ на 100% не впоралося з виконанням взятих на себе зобов’язань, ні центральна влада на 100% не виконала своїх. Певні роботи виконуються вперше, немає відповідного досвіду. Це не прості генератори на 6 кВт, які можна знайти в наявності. Йдеться про досить потужне обладнання, яке потрібно замовляти заздалегідь і чекати на його виготовлення. Крім того, є проблема з нестачею робітників", Yarosh noted.

According to her, there are many reasons that complicate the implementation of the sustainability plan. However, now it is important not to look for the culprits, but to determine what work can still be done.
