Moscow seeks a gap between society and the authorities and a split in the elites of Ukraine

Why? Let us roll back to the main task of РФ - to press Ukraine to surrender.
Зруйнувати Київ і змусити киян виїхати Росія не може. Пробувала, не змогла — місто працювало навіть із розбитим опаленням. Потім спалили склади, торгові центри, логістику — Київ живе і працює.
The front does not give victory, and "переговори", which we are offered, is not переговори, but a forced surrender on Russian terms. So, we must find something that will force Kiev to agree to them.
Each wave of shocks is their hypothesis about what the city is based on. Without energy, they took out. Without warehouses, we somehow take out. Without data centers, we’ll see. I think we’ll take out: communication networks are vulnerable, but very decentralized.
The main thing, as far as I am concerned, is the combination of punches with an information machine that rewrites each arrival from "Росія б'є" to "влада не захистила, влада не домовилася, влада краде".

Мета — розрив між суспільством і владою та розкол в елітах: бізнес, чиї активи горять, IT, який виїжджає, політики, які бачать, що "домовитися на будь-яких умовах" стає популярнішим за спротив.
There is also a second addressee - the West. Each blow is an account: reconstruction, financing, stabilization. Russia shows Western capitals that Ukraine cannot be stabilized without Moscow’s consent, and that the maintenance price will grow without limit. Втома Заходу is not a side effect, but a goal. The message is simple: force Kiev to accept our conditions, and this will end.
Therefore, today the choice of goal is at the same time the choice of narrative. And to check whether the narrative works, you can only one way: see what we write. Our emotion is their evaluation of the result.
This is not a call to remain silent or pretend that everything is fine. It is necessary to ask about reservation, about protection, about efficiency.
But between "влада має зробити мережу стійкою" and "влади не існує" lies the same boundary that the Russian machine tries to erase every day.
