Attacks on Ukrainian cities and forced displacement of people may be part of the Kremlin’s strategy to liberate the occupied territories from the Ukrainian population, which did not meet Moscow’s expectations. Russia expected to capture Ukraine, based on the assumption that some Ukrainians will be loyal to it, but the long war and resistance of Ukrainians destroyed these calculations

About it in the air "Еспресо" The journalist said Віталій Портников.

According to him, Russia expected to seize Ukraine, based on the assumption that a part of the population will be loyal to Moscow. However, the long war and resistance of Ukrainians destroyed these expectations. Now, according to Портников, the Kremlin may seek not so much to conquer Ukrainians, but to reduce their presence in the territories that it wants to control.

Портников stressed that this logic, in his opinion, is already manifested in Russian attacks on Ukrainian cities. He believes that attacks on residential and civilian infrastructure contribute to the forced departure of people and the gradual devastation of settlements.

He also drew attention to the fact that after the occupation, Russia can filter those who remain in the occupied territories, and subsequently populate them with people from РФ. According to the journalist, similar processes took place in Mariupol, and changes in the composition of the population in certain Ukrainian territories have a Soviet historical basis.

According to Portnikov, such a policy may apply not only to Ukraine. He believes that in the event of Russia's seizure of other countries in the region, the Kremlin may seek to displace the local population on a national basis.
