U.S. Ministry of Finance to April 2027 extended the validity of licenses that allow transactions with part of foreign assets of the Russian company "Лукойл", which is under sanctions

This is stated on the website of the Minfin.

It is noted that the licenses apply to foreign gas stations "Лукойлу" and four Bulgarian companies, including an oil refinery in Burgas.

The first permit applies to Lukoil International GmbH, which manages the international assets of a Russian oil company, as well as enterprises in which it directly or indirectly owns at least 50% of shares.

Also, the license allows you to buy fuel and related products on АЗС "Лукойлу" outside Russia, carry out maintenance, maintain the operation of gas stations or gradually stop their activities.

In the Ministry of Finance США, the purpose of the measures is called the negative impact of sanctions on retail consumers. In addition, it is allowed to make settlements with suppliers, pay rent and insurance, and pay wages to employees.

At the same time, the US side has banned the transfer of funds to individuals and legal entities in Russia, as well as to accounts in Russian banks. Restrictions also cover any transactions involving the Central Bank РФ, the Russian Ministry of Finance and the National Welfare Fund.

The second general license provides for the possibility of conducting operations with four Bulgarian structures "Лукойлу". The list includes the Lukoil Neftohim Burgas refinery, Lukoil Bulgaria, the Lukoil Aviation Bulgaria aviation division and the Lukoil Bulgaria Bunker enterprise.

  • Earlier, the envoys of Трампа Стів Віткофф and Джаред Кушнер suggested that Russia unblock frozen assets, allow the sale of a part of "Лукойлу" and the export of potassium from Belarus, to persuade Moscow to a limited truce on energy or at sea.
