Russian media report this.

It is noted that Koltsov is suspected of abusing his official powers in a case regarding the embezzlement of over 5 billion rubles during the execution of a state defense order.

According to the investigation, between 2021 and 2024, the enterprise transferred more than 5 billion rubles in advance payments to Nagval Stroitech and Garant-Stroy companies for the construction of production facilities.

The contractors were supposed to create infrastructure for the manufacturing of rocket and space technology components and the production of liquid rocket engines for Soyuz carrier rockets. However, they actually completed work worth only 535 million rubles, after which the contracts were terminated.

Investigators believe that Koltsov concealed the disruption of construction deadlines from management and provided false information about the execution of the contracts.

Since mid-September, he has been in a pre-trial detention center. The official faces up to 10 years in prison.

Earlier, the general director of Nagval Stroitech, Sergei Gutenko, was detained in this case. He was tracked down in Thailand and deported to Russia. The businessman has already pleaded guilty to fraud.
