Трамп suspended duties and sanctions against Russia, provided for by the law Graham
США President Дональд Трамп suspended the application of duties and sanctions provided for by the law Ліндсі Грема on sanctions against Russia and Iran, which he signed in September 2026. At the same time, the decree formally establishes tariff restrictions, but contains provisions on the refusal to apply them.

This is stated in the decree of President США.
The law provides for the introduction of 100-interest duties on goods from the five countries that import Russian oil the most. The document also provided for 500-percent duties on goods from Russia and sanctions against a number of Russian entities.
The final deadline to comply with the relevant provisions was 18 October 2026 year.
However, Трамп took advantage of a provision of the law that allows the president to waive the application of the stipulated restrictions.
"Я подав до Конгресу підтвердження того, що відмова від їх застосування на цьому етапі відповідає національним інтересам Сполучених Штатів", noted Трамп.
Section 115 of the Graham Act allows the President to waive sanctions, restrictions and duties if he submits to Congress written confirmation that such a decision is in the national interest of США. The President must also provide a report explaining the reasons for this decision.
At the same time, the decree does not cancel the sanctions imposed earlier by other executive decrees of США against Russia. These exceptions will apply until the moment when the President of США or the Secretary of State decides that further measures are necessary for appropriate consultations.
19 September President Трамп put his signature on the sanctions bill against Russia and Iran, authored by the late Senator Ліндсі Грем.
