Керівник Офісу President Кирило Буданов said that Ukraine is developing crisis scenarios for the winter, because РФ systematically targets the civilian infrastructure of large cities

He said this on Telegram.

On behalf of Президента Буданов, a meeting of the Coordination Platform for Humanitarian Response was held. It was attended by the Prime Minister, the Secretary of РНБО, the Офісу Президента team, government officials and diplomats from donor countries.

"Ворог системно цілить у цивільну інфраструктуру великих українських міст. Його терористична мета очевидна. Ми маємо бути готовими до будь-якого розвитку ситуації на місцях. Потрібні чіткі плани дій на випадок виникнення криз у зимовий період", he said.

According to him, the main task is to develop clear crisis scenarios and synchronize operational response plans for the period from November 2026 to March 2027. The government, through ДСНС, is preparing a basic scenario of possible threats taking into account their geography and scale, and the Defense and Intelligence Forces will provide an assessment.

Буданов added that the available resource should be concentrated where people will find it most difficult. The authorities at all levels, specialized ministries and services, the army, international partners and humanitarian organizations should work in a coherent and coordinated manner.
