Ukraine strengthens technological self-sufficiency and prepares conditions for the development of the semiconductor industry

Modern technologies are impossible without microelectronics. The Ministry of Digital Transformation is working on a policy of technological self-sufficiency for Ukraine and preparing a legislative framework for the development of the semiconductor industry. The corresponding bill is planned to be registered in the Verkhovna Rada by the end of 2026.

«Technological self-sufficiency is Ukraine's ability to create critically important technologies, components, and equipment within the country. We have strong engineers and tech companies, but we still import a significant portion of components. Therefore, our task is to develop our own competitive links in technological chains and integrate them into the European system. One of the areas of technological self-sufficiency is semiconductors, where we want to find our strong competencies and create conditions for the development of the industry in Ukraine,» noted Natalia Denikeieva, Deputy Minister of Digital Transformation.

Semiconductors are a complex but strategically important area for Ukraine. They serve as the basis for many modern technologies: from artificial intelligence and electronics to telecommunications and defense systems. And to develop, this industry requires significant investments and government incentives to attract them.

«The semiconductor industry requires significant capital investments in production capacities, equipment, R&D, and engineering infrastructure. Business alone is unlikely to be able to shoulder such costs, especially at the stage of forming a new market. Therefore, the state's task is to create clear and competitive conditions for investors, lower barriers to launching such projects, and help Ukraine take its place in global and European technological chains,» noted Natalia Denikeieva, Deputy Minister of Digital Transformation.

The development of the semiconductor industry is becoming an integral part of Ukraine's European integration. The Ministry of Digital Transformation is already forming a legislative framework for the legal foundation of the industry in Ukraine.

At the same time, technological self-sufficiency covers a much broader range of areas, from engineering competencies and R&D to the production of components, materials, and equipment. The goal is to develop critically important links of technological chains in Ukraine and integrate them into the European system.

The experience of defense-tech already proves that under conditions of domestic demand, engineering expertise, and appropriate state policies, tech companies can quickly scale in Ukraine even during a full-scale war.

The next task is to create the same opportunities for other strategic technological areas, particularly semiconductors.
