Верховна Рада України adopted the Law on Stimulating Economic Development of the Fisheries Industry
Today, 13 October 2026 year, Верховна Рада України adopted in second reading and as a whole as Law finalized the project Закону України «Про стимулювання економічного розвитку
галузі рибного господарства», Reg. No12384.
Прийнятий Закон is of strategic importance for the development of Ukrainian fisheries. Its key goal is to create modern, transparent and attractive conditions for investment in an industry that has great potential.
First of all, the Law will form a new investment model for the development of fisheries. It provides for the possibility of attracting private capital for the development of aquaculture and commercial fisheries in certain areas of water bodies. This will allow more efficient use of the natural potential of domestic water bodies, increase fish production and create new jobs.
The second important element is a transparent mechanism for accessing resources through electronic auctions. It is competitive procedures that ensure openness, equal opportunities for business and minimize corruption risks. The investor receives the right to conclude an investment contract only on the basis of an open auction.
The law also establishes clear antitrust safeguards. The provided restriction on the concentration of use of a water object is no more than a certain proportion of its area in one hand. This guarantees the preservation of competition and prevents the monopolization of the resource.
It is important that the document creates long-term conditions for investment. Investors get the opportunity to plan their activities for years to come, which is critical for the development of aquaculture, because such projects require significant initial investments and time for return.
The law contains important safeguards for the protection of public interests, which guarantee free access of citizens to public water objects and stricter control over the ecological state of water bodies.
The implementation of this Law will allow to intensify the development of aquaculture, increase the production of fish products in Ukraine, reduce dependence on imports and increase the food security of the state. At the same time, the development of the industry will stimulate economic activity in coastal and rural communities.
Thus, the Law creates a comprehensive tool for modernization of the industry, attracting investment and forming a competitive and transparent market in the field of fisheries.
